Federal Health Privacy Laws for Substance Use Disorder Treatment Records: What Nevada Providers Need to Know: SELF-PACED ONLINE COURSE

Federal health privacy laws (including HIPAA and 42 CFR Part 2) provide privacy protections for substance use disorder (SUD) treatment records, and permit sharing of patient records in certain circumstances.  Because these laws can be confusing, it can be hard to understand when they apply, what information should be kept private, and what information can be shared, with whom, and when.

 CAI and the Network for Public Health Law, in partnership with the Opioid Response Network (ORN), have facilitated this 90-minute self-paced, online training for Nevada providers who create, maintain, receive or transmit SUD treatment information. This training will provide an overview of the federal health privacy laws, under HIPPA and 42 CFR Part 2, and how to apply them in your practice.

Course Objectives:

• Describe the federal privacy laws that protect patient SUD treatment information under HIPAA and 42 CFR Part 2.
• Identify the differences between the requirements of HIPAA and Part 2 when obtaining or transmitting Protected Health Information (PHI).
• Clarify how and when PHI may be shared within the confines of HIPAA and Part 2. 
  

Christine Alibrandi, JD

Chris(tine) Alibrandi is a Senior Attorney at the Network for Public Health whose work focuses on legal issues related to the collection, maintenance, use, and storage of data for public health purposes.  She also provides legal technical assistance and training related to legal issues around data, with expertise in health data privacy matters.

Michael Graziano, MPA

Michael Graziano is a Project Director at CAI Global and oversees the Center of Excellence for Protected Health Information (CoE-PHI) as well the CAI for ORN Health Privacy Law training project.  He holds a Master’s Degree in Public Administration from Baruch College, and is certified as a Healthcare Improvement Advisor by the Institute for Healthcare Improvement (IHI).  Mr. Graziano has over 20 years of experience working in healthcare settings in including hospital systems, behavioral health and SUD treatment organizations, and city health departments.  

Carrie Waggoner, JD

Carrie Waggoner is a deputy director with the Mid-State's Region of the Network for Public Health Law.  In her role, Carrie focuses on data, privacy, and general public health authority issues.  Prior to joining the Network, Carrie worked in the legal administration at the Michigan Department of Health and Human Services (MDHHS). 

Caroline Waterman, MA, CRC, LRC

Caroline Waterman is the Director of Substance Use Disorders Training and Technical Assistance for CAI Global, and has over 35 + years of experience working with persons with disabilities (PWD) and over 25 of those years working with persons with a substance use disorder (SUD).

Scott M. Wells, JD

Scott M. Wells, is the Privacy Law Compliance Senior Associate at CAI and works on multiple projects including the Center of Excellence for Protected Health Information (CoE-PHI) and the CAI and Opioid Response Network Health Privacy Law training project.
